GSA Professional Services Consolidation Update – July 2015

In September of 2014 GSA announced plans to merge a number of service related GSA schedules into the existing Consolidated Schedule which will then become the Professional Services Schedule.

Recent Announcements

  • PSS Solicitation Launch Date is October 1, 2015 for new applications to GSA. At that time the current Solicitations for the impacted schedules (listed below) will be deleted from the GSA systems.
  • The notification date for the Mass Modification to all current existing single contract holders for conversion to the PSS Schedule is August 1, 2015 advising of the PSS conversion which is effective on October 1, 2015. The first modification (August) is asking for your concurrence and the second (October) is the actual modification that will change you over to PSS. Both of these Mass Modifications must be accepted by the contract holder to make the change-over of your existing single GSA contract to your new PSS schedule.
  • GSA is currently working with companies holding 2 or more of the impacted GSA schedules listed below. This is a number one priority of GSA.

There are 370 companies who hold 2 or more of the impacted GSA schedules. Currently, 141 of those companies have completed merging their 2 schedules. GSA has received and is processing an additional 99 migration packages, however, there are still 127 companies who have not submitted a migration package. The deadline for submitting migration packages is June 30, 2015. Any migration packages received after this date will not be processed unless an exception has been granted and approved in writing.

  • The impacted GSA schedules will be eliminated in October 2015. Note that these schedules are not accepting new applications as of now, they are just being maintained so that Terms and Conditions can be refreshed for current schedule holders during this interim period.

Complementary SINS

The following SINs are considered complementary to the PSS schedule, they will continue to be maintained on their current schedule but are also included on the PSS schedule to allow for total services solutions. NOTE that these SINs cannot be used as a “stand alone” SIN on the PSS schedule, they can only be used as an ancillary service to a total solution.

Companies currently holding these SINS do not need to convert them to the PSS schedule.

  • Companies currently holding one of the impacted schedules who wish to obtain additional SINs for any of the other impacted schedules should do the following:
  • Wait until their current GSA schedule has been converted to the PSS schedule.
  • Submit a modification to add the new SINs to the PSS schedule.
  • It is specifically not recommended to apply to the 00CORP schedule at this time because the current projected evaluation/award timeframe for this schedule is 12+ months and GSA has stated that the modification process will be quicker with a projected wait time of 45 – 60 days.
  • Companies holding 2 or more of the impacted GSA schedules are urged to submit a migration package before the June 30, 2015 deadline. If a company does not submit a package by this date, they will only be allowed to select a single schedule contract to transition over to PSS. The unselected schedule contract(s) will no longer be visible in Schedules elibrary, GSA Advantage! or GSA eBuy after October 1, 2015.
  • Companies new to the GSA schedule world who wish to obtain SINs for any one (or more) of the impacted schedules should apply to the current 00CORP Consolidated Schedule prior to October 1st and to the PSS after October 1st.
  • Companies who hold a Consolidated Contract and another single schedule contract are required to submit a modification to add the single schedule SINs and labor categories to your pre-existing Consolidated Contract.
